In this function, he is responsible for the coordination of all ZVEI European affairs and the management of the ZVEI European Office in Brussels. In March 2016, he took the position of Director of the Analysis Bureau at the Ministry of Digital Affairs. He coordinated the implementation of the Strategy for Responsible Development in the area of digital affairs and the development of the concept of an electronic ID card.;He also cooperated with the Council for Digital Affairs and start-ups, he was responsible for innovations. He was appointed as President of the Office of Electronic Communications by the Sejm of the Republic of Poland on 14 September 2016 with the consent of the Senate expressed on 22 September 2016. Currently he is involved with consulting. He is a technical expert in the field of electron technology, electronics and ICT. He prepares positions and opinions of KIGEiT regarding the development of innovation and regulations that aim to facilitate the entry of new technologies to the market. In public debates, he presents the views of ICT industry enterprises on actions to increase added value in the economy. He has extensive experience in setting course of the development of the digital industry. He educates on the business value of the digital convergence process with other technical fields. He conducts conferences, seminars and lectures on the impact of digitisation on innovation in all its forms. Moreover, he promotes knowledge about the possibilities of increasing productivity through an integrated approach to the digitisation of enterprises and organisations. He presents Industry 4.0 as one of the manifestations of the emergence of a new organization of socio-economic life – a knowledge society. He is the author of the concept of building a Polish industrial specialisation in the ICT industry based on production of equipment for smart power grids and for the micro-energy installations market. He is one of the initiators of creating the I-USER technology platform, and the main author of the I-USER sectoral programme concept, supporting the development of devices for community power generation and smart home networks. He’s the main author of KIGEiT’s Programme for Digital Development of Industry and Infrastructure. He provided a vision of innovative digitisation, which will be driven by the widespread implementation of artificial intelligence technology. He perceives it as a cluster of technologies and refers to it as “technologies of thinking”. He was a co-author of the report on the impact of the availability of broadband networks on the growth of enterprises’ innovativeness. As part of the Industrial Transformation Team working with the Minister of Development, he proposed a set of legislative changes that will contribute to the growth of innovation in the SME sector. He was a member of the Council of the Polish Committee for Standardisation and the Council of Informatisation for the three terms of office with the minister responsible for digitisation.

He started his career as an Assistant and later Associate Professor at the Institute of Computer Science of the Warsaw University of Technology (1979-1991). In the late 80s he worked as a Visiting Researcher and Consultant at FreeForm Design AB – a Swedish IT enterprise. Between 1991-1997 he was a Deputy Director of a Software Department and then a Vice President at Inter-Design Tessel Systems – a Polish-Swedish company specializing in CAD software.
In 1997 he founded Globema, which over the years has become one of the leading suppliers of geospatial IT solutions and services on the CEE markets. Wojciech Kamieniecki PhD

Since April 1st 2016 Wojciech Kamieniecki has been appointed as the Head of NASK by the Minister of Digital Affairs. He has been working at NASK since 2015 as the ICT Director. Wojciech Kamieniecki graduated from the Faculty of Automatic Control and Computer Science at the Silesian University of Technology (1981). He also completed the doctor studies in the Economics and Management at the University of Szczecin. He took a Ph.D. degree in economic sciences in June 2017. He has long experience in running enterprises and managing large projects in telecommunications, among others he was the General Director of Multimedia Polska S.A., the CEO of Nordisk Polska, Director of the TETRA Project at EXATEL S.A, and recently the General Director of the “Internet for Mazovia” project that aims to build the broadband backbone network in this region. In November 2013 Wojciech Kamieniecki established the cooperation with the CEE Equity Partners (PE) in evaluation of projects connected with the construction of regional broadband networks and last mile. Since 2014 he has been the President of the Supervisory Board at Mielec PV S.A., the company that is focused on solar energy power plant development and construction. An expert on changes in the energy market and researcher of ways to optimize industrial production. His greatest specialties are innovative technological solutions for the sectors of energy, industry and the gas industry. In his expert blog, he is discussing current issues related to electricity trade, its renewable sources, and transformations in the IT market. For 28 years he has been associated with the academic community as an employee of the Faculty of Power and Aeronautical Engineering of the Warsaw University of Technology. There in 1995 he also defended his doctoral dissertation, and then in 2009 he obtained a DSc degree in the field of technical sciences and construction and operation of machines. In addition, he has completed postgraduate studies at the Faculty of Sociology at Warsaw University and 2-year MBA studies at the University of Warsaw and the University of Illinois. Since 1995, CEO at Transition Technologies SA (Currently Transition Technologies Capital Group), where in practice he realizes his interests related to information technology, automation and R&D. Besides the world’s first use of artificial immune systems to optimize industrial processes, he has to his credit a number of other Polish and European patents, as well as dozens of implementations in the United States, Asia and Europe. One of the solutions that Konrad Świrski has developed is the patented system SILO- energy process optimizer using artificial immune system. The research co-authored by Konrad Świrski are focused on applying of artificial intelligence algorithms. After first successful tests in which artificial neural networks have been used, a unique method using artificial immune systems was finally applied. These new artificial immune systems, similar to the human immune system opened up new opportunities for regulate and optimize energy processes. Thanks to this unique technology, it becomes possible to significantly improve the optimal regulation of a nonlinear process with dozens of control variables. The method applied for the first time in the world has produced documented results (implementation on many facilities in Poland and abroad) – usually in the form of efficiency improvement within the range of 0.2 – 0.8% and reduction of NOx emissions within the range of 10-30%.  System SILO has been presented during EXPO 2017 in Astana (Kazakhstan) as a part of Best Energy Practices Pavilion

An IT manager with many years of experience in managing digital-oriented organizations. The creator and, in 2008-2012, the first general manager of the National Digital Archive (NAC).
